ALLENTOWN APPOINTS NEW CITY SOLICITOR AND HUMAN RESOURCES DIRECTOR

June 29, 2023 – Allentown City Council unanimously confirmed the appointments of Jack Gross as City Solicitor and Nadeem Shahzad as Director of Human Resources yesterday following Mayor Matt Tuerk’s recommendation to appoint them to these Cabinet-level positions.

Jack Gross is the managing partner of Gross McGinley LLP. In his municipal law practice, he counsels municipalities and industrial authorities on a wide array of legal matters, notably code enforcement, zoning, ethics, and land development.

“I’ve worked with Jack Gross for over 15 years in various capacities, and I cannot think of someone better suited to guide Allentown in our city’s legal matters,” said Mayor Tuerk. “I am confident that Jack’s leadership will contribute to a safer, cleaner, and healthier Allentown for all.”

As City Solicitor, he serves as head of the Legal Department and chief legal advisor to the Mayor and all City departments and agencies and represents the City in all legal proceedings to which the City is a party.

Gross is a graduate of William Allen High School, has a bachelor’s degree from Muhlenberg College, and a J.D. from the Villanova University School of Law.

Nadeem Shahzad, Ph.D. has over 18 years of human resources experience, most recently serving as the Human Resources Director for Delaware County, GWHCF, Pennsylvania.

Shahzad will oversee the human resources department, which is responsible for organizing, directing, and administering programs involving recruitment and retention, training & development, salary, benefits, workers compensation, pension, labor relations, and Civil Service employment for Fire & Police. He will also provide support for contract negotiations, labor management, arbitrations, and grievances.

“Nadeem’s wealth of experience and dedication to fostering a positive work environment will greatly contribute to the development and well-being of our city’s workforce,” said Mayor Tuerk. “We’re committed to nurturing a culture of respect, support, care, and inclusion at the City of Allentown, and Nadeem will bring passion to that work.”

Shahzad has a bachelor’s degree in industrial relations, a master’s degree in education from Villanova University, and a second master’s degree in educational technologies from Long Island University. He also has a doctorate in Educational Psychology.
